The panel described Southampton's conduct as a "contrived and determined plan from the top down", emphasizing the undue pressure placed on junior staff. Key incidents included the intern being sent to observe Oxford's training before a Boxing Day match, where he received a message saying: "You legend. Manager loved it." Despite this, Eckert claimed he did not view the footage.

Concerns arose when the intern was instructed to spy on Ipswich before a crucial match, leading to footage being sent back to the Saints. The situation escalated when the intern was caught spying on Middlesbrough, prompting a rapid escape and deletion of his LinkedIn profile out of fear of being identified.

Southampton released a statement acknowledging their breach of regulations, expressing regret over the handling of the situation and accepting responsibility for the pressure placed on junior staff. The club plans to review internal processes to enhance governance and oversight moving forward.
