Morecambe is on track to become the first club to receive formal censure from the Independent Football Regulator (IFR), marking a pivotal moment for this newly established body. The censure arises from the club's failure to timely provide critical information to the regulator earlier this year.

The anticipated censure statement will be issued despite Morecambe’s recent relegation to the National League North, the sixth tier of English football, placing them outside the IFR’s current jurisdiction. The club's owners, Kuljit Singh Momi and Harjit Singh, who are also listed as officers of Panjab Warriors—the entity that acquired Morecambe last August—are also set to be censured.

The IFR announced this decision in a warning notice published on its website, pending any representations from the club or its owners, which must be submitted by 28 July. The regulator initially sought information on 20 February, crucial for overseeing its owners, directors and senior executives (ODSE) regime. Morecambe was granted a month to respond but failed to do so or request an extension.

A follow-up request for financial information was made on 31 March. Although a response came in April, it was deemed inadequate by the IFR. Further details were provided on 16 June, but the warning notice indicated that "several questions [remained] unanswered."

Despite these procedural breaches, the offence is considered low in seriousness, partly due to the club’s relegation, which means the IFR no longer requires the specific ODSE information initially requested. The IFR was established under the Football Governance Act, passed last July, in response to significant issues within English football, including the collapse of Bury FC in 2019 and the controversial European Super League proposal in 2021. The regulator aims to ensure the financial stability of clubs across the top five tiers of English football, with all eligible clubs required to secure a provisional license from the IFR by the start of the 2027-28 season.
