FIFA has accelerated its plans to expand the World Cup to 64 teams as part of Gianni Infantino’s controversial proposal to sell stakes in the tournament to private investors. This move has faced significant opposition, particularly from UEFA, which has stated it will boycott FIFA competitions, including the upcoming World Cup, if the plans proceed.

Joining UEFA in rejecting the FIFA Forward Enterprise (FFE) proposal are Concacaf and the Asian Football Confederation. Despite the mounting pressure, Infantino continues to pursue radical changes. A private document revealed by Martin Ziegler of The Times indicates that FIFA is seeking to appoint an independent agency to evaluate the potential expansion from 48 to 64 teams, aiming to implement this format by the 2030 edition.

The brief emphasizes a comprehensive assessment focusing on tournament revenue and the broader football ecosystem, including brands, broadcasters, and clubs. Proposals for the agency are due by August 7, with FIFA expected to make a decision by August 14 and receive the analysis by September 11.

In response to the backlash over the sell-off plan, FIFA asserted that “nobody is selling football,” and plans to continue consultations after what it describes as disruption from erroneous media reports. Infantino has proposed a $40 million incentive to member associations that support his initiative, with $20 million available initially.

UEFA has called this ultimatum “governance by intimidation,” reaffirming its intention to boycott unless FIFA retracts its proposal. If both the privatization and expansion plans are approved, two-thirds of the primary host nations, Spain and Portugal, may not compete in 2030.

Meanwhile, Morocco’s position on the FFE remains uncertain, while Conmebol’s president has expressed support for the expansion to 64 teams. The 2030 World Cup will also commemorate its centenary with matches in Uruguay, Paraguay, and Argentina.
