The FIA has officially recognized Red Bull as the leading engine manufacturer in Formula 1, prompting Mercedes and Ferrari to receive engine upgrades for the current season. This decision emerges from the Additional Development and Upgrade Opportunities (ADUO) system, which assesses the performance of power unit manufacturers including Audi and Honda.

Key details from the ADUO assessment include:

• Mercedes is over two percent behind Red Bull, qualifying them for one engine upgrade this year.
• Ferrari, Audi, and Honda are more than four percent adrift, earning them two upgrades.
• As the top manufacturer, Red Bull, producing its own engine for the first time, will not receive any upgrades.

Lewis Hamilton commented on this development during the Monaco Grand Prix weekend, stating, "Red Bull have the most powerful engine, Mercedes second, and then we [Ferrari] are behind." He acknowledged the challenge ahead, explaining that the gap cannot be closed immediately, as it requires a significant development effort.

The FIA's measurement methods remain undisclosed, which has raised questions about potential manipulation by manufacturers. Nikolas Tombazis, FIA's single-seater director, clarified that ADUO is not a performance-balancing tool but rather a relief mechanism under the cost cap, allowing manufacturers to improve their engines within existing technical regulations.

Further ADUO assessments will occur later this year, impacting the 2027 season, with reviews scheduled after the Hungarian Grand Prix and the Mexico City Grand Prix.

The ADUO focuses on the internal combustion engine's performance, using a proprietary performance index that considers various factors such as torque and engine speed. Manufacturers lagging by two percent or more will receive development opportunities, with financial allowances linked to their performance deficits. Manufacturers can anticipate significant support under the cost cap if they fall behind significantly.
